How to report

Contributions from unregistered organizations

Candidate committees can receive contributions from organizations that have not registered with the FEC (such as state PACs, unregistered local party committees or nonfederal campaigns) under certain circumstances.

Reporting on candidate forms

House and Senate committees report contributions from unregistered organizations on Form 3, Schedule A, supporting Line 11(a)(i). Presidential committees report contributions from unregistered organizations on Form 3P, Schedule A, supporting Line 17(a)(i).

To properly itemize contributions from an unregistered organization, the committee must disclose:

  • The organization’s name;
  • Mailing address;
  • Election to which a contribution was designated (indicated by checking “primary,” “general” or “other” in the election designation box);
  • Date of receipt;
  • Amount of receipt;
  • Aggregate election-cycle-to-date total of all receipts from the source;
  • Notation indicating the committee has verified the contribution is comprised of federally permissible funds;

The candidate committee reports the contribution from the unregistered organization, Charles County Political Club Committee, on Schedule A, supporting Line 11(a)(i). It includes the name and mailing address of the organization. It also includes the date of receipt, amount of receipt, election designation and aggregate election cycle-to-date total for the contributor. The committee includes a notation that they have verified that the contribution is comprised of federally permissible funds.

Reporting in FECFile

For House and Senate committees, to enter a contribution from an unregistered organization, go to the Summary Page tab, right click on "Line 11(a) Individual contributions" and select "new." For presidential committees, go to the Summary Page tab, right click on "Line 17(a) Individual contributions" and select "new." The contributor information should be entered as a “Business, Financial Inst., Partnership, Indian Tribe, Other Non-federal Entity” record type.

Enter in the "Description" field if the contribution is verified to be comprised of federally permissible funds.
