Enforcement

MUR 7328

• COMPLAINANT: Arelis Rivera
• RESPONDENTS: Julia Peacock for Congress and Yolanda Miranda, in her official capacity as treasurer (the Committee); and Julia Peacock
• SUBJECT: The complaint alleged that the Committee, in Facebook solicitations, announced that “anonymous donors” would match $5,000 in contributions to the Committee, but failed to disclose the identities of the “anonymous” donors. Further, the complaint alleged that a $5,000 matching contribution would exceed the $2,700 per-election individual contribution limit. Peacock was a 2018 candidate for California’s 42nd Congressional District.
• DISPOSITION: The Commission found no reason to believe Peacock or the Committee violated the Federal Election Campaign Act of 1971, as amended (the Act), because the Committee disclosed in its reports to the Commission two individuals who made the matching contributions, and those contributions complied with the Act’s contribution amount limits.

Litigation

• Lieu et al. v. FEC (Case No. 1:16-cv-02201-EGS). On February 28, the U.S. District Court for the District of Columbia issued a Memorandum Opinion and Order granting the Commission’s motion to dismiss.
• Mace v. FEC (Case No. 18-2580) On February 22, the parties agreed to a Stipulation of Dismissal in the U.S. District Court for the District of Columbia.

Outreach

• On February 26, Deputy Press Officer Christian Hilland and Public Affairs Specialist Myles Martin discussed the Commission’s role and disclosure systems with journalism students at the University of Maryland, College Park.
• On February 27, Commission staff hosted a compliance webinar for corporations and their political action committees (PACs).

• On March 27, Commission staff will host a compliance webinar for membership and labor organizations and their PACs.

The data was compiled from the official vote totals published by state election offices.
