Disclosing last-minute independent expenditures and contributions

October 23, 2020

Political committees and other persons may have special time-sensitive filings due before the November 3 general election.

PACs, party committees and others making independent expenditures that aggregate $1,000 or more between October 15 and November 1 must file 24-Hour Reports to disclose those expenditures. These reports are due by 11:59 p.m. (ET) the day after the communication is publicly disseminated. PACs (including Super PACs) and party committees file using Schedule E of Form 3X, while individuals, corporations, labor organizations and unregistered groups use FEC Form 5. Filers must disclose these expenditures again on their next regular report.

Principal campaign committees of candidates running in the general election must file 48-Hour Notices for contributions of $1,000 or more received between October 15 and October 31. The FEC Form 6 is due within 48 hours of the campaign’s receipt of each qualifying contribution. Committees must also itemize these last-minute contributions in their next regular report.

Visit the FEC’s Registration and reporting forms page for a full list of forms and instructions.
