FEC to hold March 22 hearing on candidate salaries

WASHINGTON – The Federal Election Commission will hold a hybrid public hearing on March 22, 2023 on proposed changes to regulations regarding the use of campaign funds by a candidate’s principal campaign committee to pay compensation to the candidate.

In December 2022, in response to a Petition for Rulemaking from Nabilah Islam, a former candidate for the U.S. House of Representatives from Georgia, the Commission published a Notice of Proposed Rulemaking (NPRM) proposing changes to the relevant regulations. The Commission received several comments on both the Petition and the NPRM.

Current Commission regulations permit certain candidates to receive a salary from their principal campaign committee, subject to restrictions and limitations. The Commission is considering amending its regulations regarding the use of campaign funds to pay candidates’ compensation, including salaries, health insurance premiums, and dependent care costs.

Witnesses will include those who indicated in their timely written comments on the NPRM that they wished to testify at the hearing. The Commission may also invite witnesses to testify.

The hearing will begin at 11 a.m. EDT, and members of the public may attend in person or virtually. The list of witnesses scheduled to testify will be posted prior to the hearing.

The Federal Election Commission (FEC) is an independent regulatory agency that administers and enforces federal campaign finance laws. The FEC has jurisdiction over the financing of campaigns for the U.S. House of Representatives, the U.S. Senate, the Presidency and the Vice Presidency. Established in 1975, the FEC is composed of six Commissioners who are nominated by the President and confirmed by the U.S. Senate.
